Course Description

All loads that are to be lifted by a crane, whether small or large, need some form of planning. Pick points, swing radius, potential obstructions, weather conditions, etc. all factor into determining the safety of a lift. In New York City, a person appointed as Lift Director will be responsible to ensure safe rigging and lifting operations. It shall be unlawful for a crane or derrick that requires or possesses a certificate of on-site inspection, or which, in accordance with rules promulgated by the commissioner, is subject to supervision by a licensed master rigger in lieu of a certificate of on- site inspection, to perform various tasks unless a lift director is present at the site during all times  

This intensive NYC DOB training course meets criteria of Administrative Code of New York City, Article 424 and addresses the various responsibilities the Lift Director has working with the crane operator, the signal person(s), riggers, site supervisor, and any other personnel working near the lift. As of 11/2022, this course also replaces 30-Hour Master Rigger training and becomes a part of NYC DOB Master Rigger license qualification. This training include topics relating to mobile cranes, tower cranes, and derricks, including but not limited to roles and responsibilities of site personnel, operational planning, weather warnings, conducting on- site meetings, and log and reporting requirements. 

The course fee does not include the cost of issuing the identification card or site safety training card as applicable.

Additional Details

At the end of this course, students will be able to:

  • Explain the role of Lift Director under NYC DOB 3319-02
  • Identify and address hazards related to ground/surface conditions during lifting operations
  • Identify and address hazards related to site access/transportation
  • Determine appropriate matting/ cribbing needed for crane use
  • Identify and address hazards associated with power lines or transmitter/communication towers
  • Address environmental conditions that adversely affect lifting operations
  • Address hazards associated with lifting operations

  • 100% attendance for the course 
  • Completion of Continuing Education and Training Registration Form 
  • Active participation in all class exercises (determined by course instructor) 
  • Completion of required post-quiz assessment 
  • As applicable, achievement of minimum passing score on required end-of-course examination 
  • Participation and submittal of end-of-course evaluation form (must provide name on form to receive credit)

Prerequisites

While there are no prerequisites for the training, it is strongly recommended that students have extensive prior knowledge of rigging and hoisting techniques, terminology, and rigging calculations. Students should also be familiar with standard hand and radio signals. Students must be able to verbally communicate with instructor in primary language of the training. 

Training Requirements for Lift Director or Master Rigger

For Lift Director registration candidates, as per 28-424.3 of the 2022 NYC Administrative Code, successful completion of this course and satisfaction of additional qualifications is required by the New York City Department of Buildings (DOB). 

For Master Rigger license applicants, effective 11/7/22, as mandated by 28-404.3.1 of the NYC Administrative Code, successful completion of this course and the 32-Hour Rigging Supervisor Training Course within one year prior to application submittal is required by DOB. An applicant for the Master Rigger license must also meet additional qualifications 

Audience

Experienced personnel connected to the cranes and derricks operations who intend to register as a Lift Director with NYC DOB or apply for NYC DOB Master Rigger’s license.  

100% attendance and active participation in all learning activities including class exercises and the final exam is required. Students must earn a score of 70% or higher on the written, multiple- choice examination to receive a 32 Hour Lift Director Certificate card. This card is valid for 3 or 4 years. Pending to be confirmed)  

Students who do not pass the written exam will have one opportunity to retake the entire 32-hour course at a reduced fee of $250. Students must contact TSCTA to schedule and pay for the retake class within 6 months following the original class date.  

Make-up time is not typically permitted with this training. Students who miss time from any individual session must reschedule for the next available program and attend the full training course.
